Buying and merging two apartments

Sorry for the question in English but my Dutch is yet poor.
I have a couple of questions:
We live in a house in Flanders with 2 apartments. The second apartment is going to be sold and we have a priority to buy it. After the purchase we will own the whole house.
1. Should we pay 2% or 12% tax on purchase?
2. If 12% can it be reduced if we merge 2 apartments in one house during the next 2 years?
